Abstract A quick and economic method of removing dirt for the coatal cities it to utilize the outer river water which has a big tidal flow volume and a strong self cleaning ability to wash the inner river which has a large volume of pollutants and small self cleaning ability to ensure both to reach the international water quality standards. The method saves 92.6% of investment, 94% of operation cost and 95% of time of washing work as compared with applying the secondary sewage treatment plant to solve the same problem. It can prevent the weak salt water to influence the agricultural irrigation of inner river section from the washing river section.
