Abstract The present invention belongs to the field of electric technology, including: discharge loop formed from switch controlling discharge, load and capacitor, voltage divider, charging loop formed from L-C constant-current source circuit, high-voltage transformer, a pair of bridge-rectifier circuits which are respectivly connected with primary side and secondary side of said high-voltage transformer or silicon controlled rectifier and high-voltage thyristack, also including charge and discharge trigger signal control unit connected with charging loop and discharging loop.
