Abstract The present invention discloses one heavy oil and residual oil treating process. Residual oil fixed bed hydrogenation technology and suspended bed hydrogenation and conversion technology are combined together organically. Heavy oil and residual oil are first treated to eliminate colloid and asphalt easy to produce coke in the presence of VIB metal and/or VIII metal component as catalyst, and then hydrogenation converted in a suspended bed or similar reactor. In this way, the hydrogenation process may have low coke producing amount, high residual oil converting rate and long operation life of residual oil hydrogenating suspended bed unit for industrial application.
